Parenting Assessment Manual (PAMS)


Good enough Parenting

The PAMS Assessment was developed by Dr Sue McGaw, a nationally recognised Clinical Psychologist specialising in work with parents who face difficulties. Dr McGaw designed the PAMS as a tool to examine what is needed for “good enough parenting.”

Parents with learning difficulties can often provide safe and effective care when they are given the right emotional and practical support. The PAMS assessment helps identify what support is needed.


What the PAMS assessment covers

The PAMS assessment looks in detail at:

  • childcare and development
  • behaviour management
  • independent living skills
  • safety and hygiene
  • parent’s health
  • relationships and support
  • the impact of the environment and community on parenting

Our staff are trained to carry out detailed parenting assessments using the PAMS assessment software.

When a PAMS assessment may be required

Parenting Support

Parenting is never easy, and every parent has their own style.

If social services raise child protection concerns, you may be asked to take part in a PAMS assessment.

This provides a clear, structured way of understanding strengths, challenges, and the support that may be needed.

PAMS assessments

PAMS assessments are typically carried out by qualified social workers or independent social worker experts who have specialist training and experience in working with parents with learning needs. They can be instructed by local authorities or courts, especially in cases where child protection concerns exist or decisions about parental responsibility need to be made.

The assessment results in a detailed report that helps professionals understand the parent’s capabilities and identify support needs or risks. It is widely recognised in family courts for evidence-based decisions.
